At the time of purchase, the winning bidder of each parcel must compensate the former lessee, via Cashier’s check or other certified funds, for improvements that have become fixtures of the parcel. This compensation will be IN ADDITION to the highest bid amount.
Improvement Values
Parcel 1149: $75,000
Parcel 1150: $27,000
Both parcels in Healy Smalltracts were previously under land leases issued by DNR. In both cases, the former lessees made improvements to the property that have become fixtures of the parcel. The winning bidders must purchase the land and remunerate [compensate] the former lessees for the improvements. DNR will finance the land for qualified purchasers (see “Purchase Information”) but will not finance the improvements. Please read the following stipulations of sale and parcel descriptions before placing a bid. If you have any questions, please contact the Land Sales office at (907) 269 8594.
The descriptions below provide a breakdown of costs, showing the parcel's Land Value, Improvement Value, and Total Purchase Price.
Land Value + Improvement Value = Total Purchase Price
The Land Value equals the minimum bid of the parcel. A valid bid must be equal to or higher than the minimum. Prospective purchasers are bidding on the land value. Please see “Sealed-Bid Auction Procedures” for more information.
The Improvement Value is a set price per its appraised market value. As a stipulation of this sale, the winning bidders must remunerate the former lessees for the improvement value, as the former lessees placed the improvements on the property at their own expense. The improvement value must be paid in full to the former lessees within 14 days of the close of the auction. No contract or patent will be issued for either parcel until after the improvement value is paid in full.
The Total Purchase Price is the full price the apparent high bidder will pay to purchase the property. This figure does not include interest if a purchaser is financing the land, or fees. Please see “State Financing” and “Sealed Bid Auction and Over-the-Couther Fees” for more information.
Parcel 1149: Land Value (Winning Bid Amount) + $75,000 = Total Purchase Price
Parcel 1150: Land Value (Winning Bid Amount) + $27,000 = Total Purchase Price
Please note that the Improvement Value is a portion of the total purchase price that is not eligible for financing. This amount is not refundable. The winning bidder is not purchasing these improvements outright, as they are fixtures of the parcel and cannot be removed without damaging the improvements and the parcel, causing both to potentially lose value. Ownership of the improvements can only be conveyed to the winning bidder in conjunction with the land itself, after the property is paid in full and the winning bidder has received the patent. If the winning bidder pays the improvement value in full but fails to complete the purchase of the parcel, all monies will be forfeited, and the State of Alaska will retain ownership of both the land and the improvements. A Veteran’s Discount cannot be applied to the Improvement Value. See the “Veteran’s Land Discount” section of this brochure for more information.
Auction procedures pertaining to all parcels included in Auction #495 are described in the offering brochure and online. Prospective purchasers should familiarize themselves with general auction procedures described in the offering brochure before bidding. In addition, the following stipulations apply to the Healy Small Tracts parcels (Parcels 1149 and 1150). The apparent high bidders must comply with the following stipulations to complete the sale.
Upon completion of the auction, Land Sales staff will contact the apparent high bidder(s) of parcels 1149 and 1150 and provide the bidder(s) with an:
Award Notification Letter; and Affidavit releasing the State of Alaska from liability due to the presence of potential hazards.

Location

Both parcels are within the town of Healy between the Parks Hwy. and Coal St.

Access Details

Access to both parcels is from Coal St., a paved road. Parcel 1149 has constructed access onto the parcel. Parcel 1150 has frontage along Coal St. but does not have constructed access onto the parcel.
Parcel 1149 has pavement extending to the Parks Hwy., however direct access from the highway is NOT LEGAL ACCESS. DOT & PF have indicated that a driveway permit from the Parks Hwy will not be issued.

Utilities

Overhead electric lines run parallel to the eastern lot lines of both parcels. There is no municipal water supply or sewer system. Please see plat notes and the “Sewer and Water” section of this brochure for details. Matanuska Telephone Association has utilities within Healy.

Local Government

These parcels are within the town of Healy in the Denali Borough. They are subject to the borough’s platting authority, local ordinances and property assessments. Local ordinances may impose setbacks, easements, or restrictions in addition to those mentioned under “Restrictions.” Please check with the borough for details of current ordinances. Neither parcel is zoned.

Fire

This area is in the Critical Fire Management Option. See the “Wildland Fires and Burn Permits” section of this brochure for details. Fire protection is provided by the Tri-Valley Volunteer Fire Department.

If the winning bidder pays the improvement value in full but fails to complete the purchase of the parcel, all monies will be forfeited, and the State of Alaska will retain ownership of both the land and the improvements.

Stipulations of Sale
THE APPARENT HIGH BIDDER(S) MUST MEET THE FOLLOWING STIPULATIONS BY 4:30 PM TUES., NOV. 7, 2023.
1. The apparent high bidder must remunerate the former lessee for authorized improvements that have become fixtures of the parcel (Improvement Value). The high bidder must submit payment in full for the Improvement Value via Cashier’s check or other certified funds, which will be paid to the former lessee. This amount must be received at DNR’s Anchorage or Fairbanks offices by the above deadline.
2. As a condition of sale, the apparent high bidder must sign an affidavit acknowledging the condition of the land and releasing the State from related liability due to the presence of potential hazards. This affidavit must be signed by all bidders and notarized. This affidavit must be received at DNR’s Anchorage or Fairbanks offices by the above deadline.
*In the event that the former lessees are named the apparent high bidders, Stipulation 1 will not be applicable. The former lessees are not required to pay the improvement value and will only be responsible for purchasing the land, at the amount of their high bid.
After meeting the stipulations of the sale, the apparent high bidder will be able to purchase the parcel per the Auction #495 procedures. This process is described in this brochure's “Sealed Bid Auction Procedures” section. If a high bidder does not meet the stipulations of the sale by the stated deadline, the parcel will be offered to the second highest bidder.
DNR will contact the former lessees after receiving the payment for the improvement value. The funds for the improvement value will be released to the former lessees contingent upon a signed and notarized Affidavit of Payment, showing that they have been remunerated for the improvement value.

Restrictions

Easements affecting these parcels, as depicted on the plat, may include, but are not limited to, utility easements. Information on restrictions, easements, reservations, and setbacks may be depicted on the plat, contained in the plat notes, or be recorded separately. Both parcels are subject to platted utility easements on the eastern parcel boundaries.

Survey and Appraisal

Healy Smalltracts Alaska Subdivision is DNR File No. EPF 34-2, located in Section 13, Township 12 South, Range 8 West, Fairbanks Meridian. The survey has been filed as Plat 68-246 in the Nenana Recording District.

Right-of-way Status

The Right-of-Way for both parcels is Coal St. Direct access from the Parks Hwy. is not legal access.
