2006 Hatcher Pass Management Plan:
Plan Amendment

The Department of Natural Resources (Department) has revised portions of the original 1986 Hatcher Pass Management Plan (Management Plan) and its 1989 Amendment.  These changes primarily affect the management of the Government Peak subunit and Chapter 5, which deals with implementation. These revisions are in draft form and are in the process of being reviewed by the Mat-Su Borough.

The management for the Government Peak subunit has been changed to reflect the use of the Matanuska Susitna Borough’s proposed Special Land Use Designation (SPUD) as the basis for land use decision making by both the Department and the Borough within this subunit.  This will have the effect of linking Department and Borough land management for this area.  The Borough has proposed a ski resort and associated facilities within this subunit.

Chapter 5 has been revised to update the legislative, administrative, and facility recommendations that were intended to implement the 1986 Management Plan.  They have been replaced with new recommendations for facility improvement and revised requirements for research, Departmental administrative procedures, and agency coordination.  Also included are recommendations for land classification changes, mineral closure, and regulations that implement a proposed Department Special Use Designation that closes portions of the subunit to some forms of recreational motorized use and enables the Department to issue authorizations consistent with the SPUD.

The Borough’s SPUD is available at the same locations and can be accessed at:  www.matsu.gov/planning

A joint DNR / Borough public hearing on the SPUD and plan amendment was held before the Borough Planning Commission in December 2006. These amendments, and the Borough's SPUD, are still under consideration by the Planning Commission.

For further information on the DNR Plan Amendment contact Bruce Phelps at 269-8592 or by email at bruce_phelps@dnr.state.ak.us or Ron Swanson at the Borough 745-9868 for information on the SPUD.
