Notice of Adoption
of the
Bristol Bay Area Plan Revision
On April 19, 2005 the Commissioner of the Department of Natural Resources
(DNR) adopted the Bristol Bay Area Plan Revision. The plan establishes
land use designations, management intent and guidelines for approximately
19 million acres of state uplands and tidelands. The adopted plan consists
of the Public Review Draft (distributed in August 2004) and the Accepted
Revisions to the draft. In adopting the plan, the Commissioner has
also approved Land Classification Order SC-04-002. The date of issuance
of these decisions is May 16, 2005.
Land Classification Order SC-04-002 classifies state-owned and state-selected
uplands, tidelands, and shorelands within the Bristol Bay Planning
Area under the authority granted to the Commissioner by AS 38.04.65
and AS 38.05.300.
A person affected by this decision may request reconsideration, in accordance
with 11 AAC 02. Any reconsideration request must be received by June
6, 2005 and may be mailed or delivered to Tom Irwin, Commissioner, Department
of Natural Resources, 550 W. Seventh Avenue, Suite 1400, Anchorage, Alaska
99501; faxed to 1-907-269-8918, or sent by electronic mail to dnr_appeals@dnr.state.ak.us
. If reconsideration is not requested by that date or if the commissioner
does not order reconsideration on his own motion, this decision goes
into effect as a final order and decision on June 16, 2005. Failure of
the commissioner to act on a request for reconsideration within 30 days
after issuance of this decision is a denial of reconsideration and is
a final administrative order and decision for purposes of an appeal to
Superior Court. The decision may then be appealed to Superior Court within
a further 30 days in accordance with the rules of the court, and to the
extent permitted by applicable law. An eligible person must first request
reconsideration of this decision in accordance with 11 AAC 02 before
appealing this decision to Superior Court. A copy of 11 AAC 02 may be
obtained from any regional information office of the Department of Natural
Resources.

Overview
A short summary of each chapter in the PRD is listed below with links
to each chapter. Chapter 1 provides and introduction to the Plan. Most
of the management intent for state lands in the planning area can be
found in Chapters 2 and 3 where two levels of management intent are
presented: areawide and unit-specific. Chapter 2 provides goals and
management guidelines for each type of resource or land use that the
DNR is likely to make decisions on in the near future. This chapter
addresses how the Department will manage broad categories of uses and
activities that occur or are likely to occur on state lands. Chapter
3 gives specific management intent for each management units. In combination,
Chapters 2 and 3 help guide managers in determining how best to manage
state lands, how uses will be authorized, and which uses may or may
not occur on a given management unit. Chapter 4 discusses implementation
of the plan and recommendations.
The Nushagak and Mulchatna Rivers Recreation Management Plan (RRMP)
is a component of the Bristol Bay Area Plan. The RRMP has also been
revised to integrate with the Area Plan. The proposed revision of the
RRMP is available under separate cover and can also be found on this
website.

1 – Introduction

This chapter describes the purpose of the plan, provides an overview
of the planning area, and summarizes the planning process.

Intent, and Guidelines (4.5 MB)
This Chapter describes how the DNR intends to manage uses within
the planning area. It also includes management guidelines for a variety
of resources and uses including settlement, public access, recreation,
and mineral resources.

and Management Policies for Planning Regions and Management Units

Consult this Chapter to identify the land use designation and management
requirements for specific parcels of state uplands and tidelands. These
units are depicted on plan maps and are described in a table that follows
each planning Region. The beginning of this Chapter explains the land
use designations that are used and provides an overview of resources
and uses in the Bristol Bay Planning Area.

4 – Implementation

Consult this Chapter to obtain more information on the coordination
between the Area Plan, the Nushagak and Mulchatna Rivers Recreation
Management Plan, local and federal plans, and the coastal zone management
program, as well as to find out about Borough land selections under
the municipal entitlement program and a summary of state land designations.
Appendices (465 KB)
The appendices include a glossary, a draft land classification order,
and a list of borough land selections under the municipal entitlement
act which indicates those that are appropriate (or not) for conveyance.
Oversized Maps
There are five oversized maps. The first four (O-1 through O-4) show
general land status and ownership and display the management units
and their corresponding land use designations. Map O-5 is a map of
the entire planning area with color-coded land use designations.
