Notice of Right-of-Way Amendment Application: Trans-Alaska Pipeline System
The Commissioner of the Department of Natural Resources, pursuant to Alaska Statute 38.35.070, hereby gives notice that Alyeska Pipeline Service Co., as agent for the Trans-Alaska Pipeline System (TAPS) lessees, submitted a request on March 11, 2014, to amend the Trans-Alaska Pipeline Right-of-Way Lease, ADL 63574, to add 3.14 acres of land below the ordinary high water mark of the Dietrich River. The site is approximately 40 miles north of Coldfoot and 50 miles south of TAPS Pump Station 4.

DNR Commissioner Appoints New State Pipeline Coordinator
The Department of Natural Resources recently announced the appointment of David de Gruyter as director of the State Pipeline Coordinator's Office. De Gruyter began his new job at the pipeline office on February 24.
A former Alaskan, de Gruyter has a wide breadth of experience in pipeline management in the United States and abroad. From his previous years in Alaska, David has significant knowledge and experience dealing with TAPS right-of-way issues and North Slope pipeline operations.
De Gruyter returns to Alaska from Oklahoma, where he had been working for the past year as the Keystone XL Pipeline project manager responsible for U.S. Gulf Coast facilities construction. Previous to that, he played a leadership role in pipeline projects located in Columbia, South America, Louisiana and Alaska. While based in Alaska, de Gruyter worked on the TAPS Right-of-Way Renewal Project on behalf of the TAPS owners, and before that, he was a business unit leader for BP Pipelines (Alaska), where he worked on issues involving the company's common carrier pipeline business.
Notice of Extension of Time to File Competing Applications
The Commissioner of the Department of Natural Resources hereby gave notice on February 10, 2014, that the time to file a competing application for a North Slope gas pipeline or facility project under AS 38.35.090 has been extended to May 30, 2014.
On January 10, 2014, Alaska Gasline Development Corporation (AGDC) submitted a request to amend the right-of-way lease for the Alaska Stand Alone Gas Pipeline/ASAP, ADL 418997. The amendment included lands on the North Slope for facilities associated with the project, including a 100 acre pad for a Gas Conditioning Facility, roads, and minor alignment changes.
In accordance with AS 38.35.090, the Commissioner may extend the time period within which a carrier may submit an application for consideration upon a comparative basis with a previously filed application.
Any competing applications must be submitted in writing to the State Pipeline Coordinator's Office by 5:00 p.m. on May 30, 2014. Please contact the State Pipeline Coordinator's Office for more information.
AGDC Submits Lease Amendment Application for ASAP Right-of-Way
The Commissioner of the Department of Natural Resources, pursuant to Alaska Statute 38.35.070, hereby gives notice that Alaska Gasline Development Corporation (AGDC) submitted a request on January 10, 2014, to amend the right-of-way lease for the Alaska Stand Alone Gas Pipeline/ASAP.
The amendment application proposes several significant changes to the lease, including a change in pipeline design from a 24-inch diameter high pressure pipeline with a maximum allowable operating pressure of 2,500 psi to a 36-inch diameter lean gas pipeline with a maximum allowable operating pressure of 1,480 psi. The amendment application also includes lands on the North Slope for facilities associated with the project and proposes to revise the lease to reflect recent legislative actions.
Alaska Statute 38.35.200 governs judicial review of a decision of the commissioner. Any objections pursuant to AS 38.35.200 must be submitted in writing to the SPCO by 5:00 p.m. on March 28, 2014. Click the links below for more information.
Badami Pipelines Transfer of Interest
On April 25, 2013, BP Transportation Alaska, Inc., and Nutaaq Pipeline, LLC, submitted a transfer of interest request to the Department of Natural Resources for the Badami pipelines. The proposed transfer of the right-of-way leases will result in the change of ownership of the Badami pipelines from BPTA to Nutaaq.
Alaska Statute 38.35.100 requires the DNR Commissioner determine whether the transferee, Nutaaq, is "fit, willing, and able to perform the transportation or other acts proposed in a manner that will be required by the present or future public interest." After conducting technical and financial reviews and completing a thorough analysis of the request, the Commissioner has determined that all requirements for the transfer of interest have been met and the applicable statutes have been satisfied. 2013 SPCO Annual Report
The SPCO is pleased to present its annual report for fiscal year 2013.
The SPCO Annual Report provides general information about Alaska Statute 38.35 pipelines; highlights lessee reported activities; summarizes specific state oversight activities for pipeline construction, operation, and maintenance; and provides some thoughts on the outlook for the next fiscal year, including updates on several proposed natural gas pipeline projects.
Oliktok Pipeline Notice of Change of Service
The Department of Natural Resources, State Pipeline Coordinator's Office, received an application from the Oliktok Pipeline Company requesting authorization to discontinue transporting natural gas liquids and return to transporting natural gas.
On December 16, 2013, the SPCO approved Oliktok Pipeline Company's request to transport natural gas through Oliktok Pipeline.
Trans-Foreland Pipeline Co., LLC, Submits Amended ROW Application
The Commissioner of the Department of Natural Resources hereby gives notice that Trans-Foreland Pipeline Company, LLC, submitted an amended pipeline right-of-way lease application dated October 23, 2013, in accordance with the Alaska Right-of-Way Leasing Act, AS 38.35.050, for a proposed Trans-Foreland Pipeline Project Right-of-Way Lease, ADL 231689.

On October 11, 2013, the DNR Commissioner signed the Final Decision and determined that Polar LNG, LLC is fit, willing and able to construct, operate and maintain a natural gas pipeline and related LNG facility, as proposed in the application and in a manner that will be required by the present or future public interest.
