Notice of Public Hearings: Donlin Gold Natural Gas Pipeline

The Commissioner of the Department of Natural Resources received an application, dated April 9, 2014, from Donlin Gold, LLC for a pipeline right-of-way lease under Alaska Statute 38.35 (Right-of-Way Leasing Act) for the proposed Donlin Gold Natural Gas Pipeline Project. The public notice of the application was published in accordance with AS 38.35.070 on May 14, 2014.

The public was invited to comment on the application and the SPCO received several requests for public hearings. In response to those requests, the SPCO will hold hearings at the following locations.

  • Bethel Cultural Center: October 13, 2014, 6:30-8:30pm
  • McGrath Captain Snow Center: October 14, 2014, 7:00-9:00pm
  • Anchorage Loussac Library: October 15, 2014, 5:30-7:30pm
  • Tyonek Tribal Center: October 16, 2014, 1:00-3:00pm
  • Skwentna Roadhouse: January 21, 2015, 11:00am–1:00pm

All comments from the hearings must be submitted in writing to the SPCO before 5:00 p.m. on January 28, 2015.

Notice of Right-of-Way Amendment Application: Trans-Alaska Pipeline System

The Commissioner of the Department of Natural Resources, pursuant to Alaska Statute 38.35.070, hereby gives notice that Alyeska Pipeline Service Co., as agent for the Trans-Alaska Pipeline System (TAPS) lessees, submitted a request to amend the Right-Of-Way Lease for the Trans-Alaska Pipeline, ADL 63574, to add approximately 8.1 acres of land located along and within the floodplain of the Sagavanirktok River near pipeline milepost (PLMP) 18.5, south of TAPS Access Road 134 AMS-3B at Dalton Highway Milepost 398.8. The project site lies approximately 18 miles south of TAPS Pump Station 01 and 38.7 miles north of Pump Station 02.

The purpose of the request is to re-establish the original bank in the westernmost side channel of the Sagavanirktok River by installing a series of low-profile rock sills that will extend in to the channel from the existing bank line. The spaces between the sills will be filled with clean gravel. This will protect the existing cathodic protection field from further bank erosion that threatens to submerge the entire field.

Alaska Gasline Development Corporation Right-of-Way Lease Amendment

The Commissioner of the Department of Natural Resources received an application, dated January 10, 2014, from the Alaska Gasline Development Corporation, lessee for the Alaska Stand Alone Gas Pipeline/ASAP, ADL 418997, for a pipeline right-of-way lease amendment. The proposed amendment would change the pipeline design from a 24-inch diameter high pressure pipeline to a 36-inch diameter lean gas pipeline with a maximum allowable operating pressure of 1,480 psi, and revise the lease to reflect recent legislative amendments to Alaska Statute 38.35.

In accordance with Alaska Statute 38.35.080, the Commissioner has prepared an analysis of the application and a proposed decision. The public is invited to comment on the Commissioner's Analysis and Proposed Decision.

All comments must be submitted in writing to the State Pipeline Coordinator's Office (SPCO) before 5:00 p.m. on September 8, 2014.

Spectrum Lease Transfers to AIDEA

On May 5, 2014, the Alaska Industrial Development and Export Authority (AIDEA) and Spectrum Alaska, LLC, submitted a transfer of interest request to the Department of Natural Resources for ADL 419409.

Pursuant to AS 38.35 (the Alaska Right-of-Way Leasing Act) and the AIDEA application, the DNR Commissioner considered Spectrum's requests to transfer its interests to AIDEA and determined that the requirements for the transfer of interest have been met and the applicable statutes have been satisfied. Therefore, the transfer of Spectrum Alaska LLC's interest in the right-of-way lease for Spectrum Alaska, LLC, Natural Gas Pipeline and LNG Facility (ADL 419409) to AIDEA has been approved.

Donlin Gold Submits Lease Application for Pipeline Right-of-Way

The Commissioner of the Department of Natural Resources, pursuant to Alaska Statute (AS) 38.35.070, hereby gives notice that Donlin Gold LLC submitted a pipeline right-of-way lease application dated April 9, 2014, in accordance with the Alaska Right-of-Way Leasing Act, AS 38.35.050, for the proposed contract carrier Donlin Gold Natural Gas Pipeline Project.

The proposed Donlin Gold Natural Gas Pipeline Project would transport natural gas from the Beluga Natural Gas Pipeline system to the Donlin Gold mine. The 14-inch diameter pipeline would originate 7.7 miles north of the Beluga Power Plant and terminate at the Donlin Gold mine site, approximately 10 miles north of Crooked Creek Village. The proposed 315-mile-long pipeline will be located across a variety of lands. The approximate length that will be located on land owned by the State of Alaska is 207 miles.

Notice of Right-of-Way Amendment Application: Trans-Alaska Pipeline System

The Commissioner of the Department of Natural Resources, pursuant to Alaska Statute (AS) 38.35.070, hereby gives notice that Alyeska Pipeline Service Company, as agent for the Trans-Alaska Pipeline System (TAPS) lessees, submitted a request on March 11, 2014, to amend the Trans-Alaska Pipeline Right-of-Way Lease, ADL 63574, to add 3.14 acres of land below the ordinary high water mark of the Dietrich River. The site is approximately 40 miles north of Coldfoot and 50 miles south of TAPS Pump Station 4.

The purpose of the request is to install a low-profile revetment at pipeline milepost (PLMP) 186 on the Dietrich River to protect the integrity of the buried TAPS pipeline. River flow pattern changes have resulted in the loss of stream bank and, if not mitigated, will continue to erode and threaten the pipeline downstream of remote gate valve (RGV) 34.

Notice of Extension of Time to File Competing Applications

The Commissioner of the Department of Natural Resources hereby gave notice on February 10, 2014, that the time to file a competing application for a North Slope gas pipeline or facility project under AS 38.35.090 has been extended to May 30, 2014.

On January 10, 2014, Alaska Gasline Development Corporation (AGDC) submitted a request to amend the right-of-way lease for the Alaska Stand Alone Gas Pipeline/ASAP, ADL 418997. The amendment included lands on the North Slope for facilities associated with the project, including a 100 acre pad for a Gas Conditioning Facility, roads, and minor alignment changes.

In accordance with AS 38.35.090, the Commissioner may extend the time period within which a carrier may submit an application for consideration upon a comparative basis with a previously filed application.

Any competing applications must be submitted in writing to the State Pipeline Coordinator's Office by 5:00 p.m. on May 30, 2014. Please contact the State Pipeline Coordinator's Office for more information.

AGDC Submits Lease Amendment Application for ASAP Right-of-Way

The Commissioner of the Department of Natural Resources, pursuant to Alaska Statute 38.35.070, hereby gives notice that Alaska Gasline Development Corporation (AGDC) submitted a request on January 10, 2014, to amend the right-of-way lease for the Alaska Stand Alone Gas Pipeline/ASAP.

The amendment application proposes several significant changes to the lease, including a change in pipeline design from a 24-inch diameter high pressure pipeline with a maximum allowable operating pressure of 2,500 psi to a 36-inch diameter lean gas pipeline with a maximum allowable operating pressure of 1,480 psi. The amendment application also includes lands on the North Slope for facilities associated with the project and proposes to revise the lease to reflect recent legislative actions.

Alaska Statute 38.35.200 governs judicial review of a decision of the commissioner. Any objections pursuant to AS 38.35.200 must be submitted in writing to the SPCO by 5:00 p.m. on March 28, 2014. Click the links below for more information.
